The U.S. Department of State has launched the Freedom Tech Excellence Program (FTEP), a new initiative that embeds private sector specialists inside the agency to work on digital freedom issues, with the Bitcoin Policy Institute confirmed as a founding partner. The program, announced July 24, 2026, allows employees from technology firms and civil society organizations to take limited-term assignments alongside senior State Department officials on live diplomatic matters.

The State Department’s Freedom Tech Excellence Program brings private sector experts from organizations including the Bitcoin Policy Institute, Palantir Technologies, and Anduril Industries into the agency to work on digital freedom, encryption, surveillance, and AI governance. The program is designed to fill expertise gaps in the department’s foreign policy work on censorship and authoritarian control abroad.

What the Freedom Tech Excellence Program Covers

FTEP targets areas where the State Department says it lacks sufficient in-house technical knowledge. Listed priorities include First Amendment protections in digital spaces, countering unlawful surveillance, and promoting privacy-enhancing technologies such as encryption and VPNs. Responsible governance of emerging technologies, including artificial intelligence, also falls under the program’s scope, along with child safety online.

Participants keep their existing jobs while working alongside government officials. The department describes the arrangement as a two-way exchange: private sector employees gain direct insight into foreign policy and development work, while the department gains access to specialized technical knowledge it may not otherwise have.

Bitcoin Policy Institute Joins Founding Partner Consortium

Bitcoin Policy Institute announced its involvement through a post on social media platform X on July 24, 2026. The organization said BPI employees will receive assignments to work directly with State Department experts, describing the mission as defending digital freedoms in regions under authoritarian rule.

BPI has argued for years that freedom tech deserves a central place in U.S. foreign policy. The group points to encryption and open monetary networks as tools that protect dissidents, journalists, and ordinary citizens living under repressive governments. Other founding partners named in the announcement include Palantir Technologies, Anduril Industries, and the Victims of Communism Memorial Foundation. The department said it is building out a wider group of tech companies, civil society organizations, and think tanks.

Freedom Tech DC Summit Set for September

Bitcoin Policy Institute announced a related event tied to the program’s launch. Freedom Tech DC will bring policymakers, builders, and researchers together in Washington on September 22-23, 2026. Organizers say the event will address what comes next for freedom tech within U.S. policy circles.

BPI framed the FTEP partnership as an early step in a broader conversation, noting that discussions around encryption and monetary networks in foreign policy are just beginning. The department has not detailed specific assignments or timelines for FTEP participants, nor has it stated how many organizations will ultimately join the consortium. Further details on the program’s scope may emerge ahead of the September summit.

The program represents a notable shift in how the U.S. government approaches digital freedom in foreign policy, moving beyond traditional diplomatic channels to incorporate technical expertise from the private sector. For the cryptocurrency and blockchain industry, BPI’s involvement signals growing recognition of Bitcoin and related technologies as tools for financial freedom and censorship resistance on the global stage.
